This quick tip was written in PSP 8 beta 3.
Set your foreground color to a very light blue or white.
Set your background color to a dark blue.
For this example I used #EBEBFF for the foreground and #000080 for the background.

Open a new image any size you like your canvass to be, give yourself some space to work in.
My examples were done with a canvas 400 pixels wide by 300 pixels high.
Now flood fill with your foreground/background gradient, putting the light color to the top.

Using the Noise settings shown below, move your warp brush tool around the middle area of your gradient. Back and forth, up and down, all around. You'll see your clouds taking shape and get a feel for where you want to move your brush.

Once you have finished that step, switch to Unwarp and smooth out any parts that you feel like, usually along your horizon line and maybe a bit at the top. The settings I used are shown below.

That's it! You can make the sky as dramatic or as subtle as you like by varying the amount of Noise and other brush settings. Try other gradients, too.
